I have heard that flights branded Qantas to Tasmania are not run by Qantas but a sub contractor who use the Qantas branding. Is this true? Where else is this being done/ Do the staff involved have the same training as Qantas staff particularly the cabin crew and pilots?
 
This isn't something particularly new - it has been happening with the regional flights for a while (just have a look into the qantaslink structure and you will see).

Jaygandi what is happening to Qantas in Tasmania is that the main airline (Qantas domestic) is handing over all flights to and from the state to regional airlines, these regional airlines operate under an umbrella brand called QantasLink. Qantas still manages the marketing (including branding, uniforms etc) and makes network route decisions for QantasLink, and the airlines also fly with a QF flight number.

In Tasmania two companies will operate these QantasLink branded flights - Eastern Australia Airlines and Cobham Aviation Services.

Eastern is a wholly owned company belonging to Qantas, but has its own management, staff, operational procedures and aircraft (Dash 8 variants).

Cobham is an independent company, with its own management, staff and operational procedures, but uses aircraft which are owned by Qantas (Boeing 717).

In regards to training: Typically regional airline technical staff have less experience than the technical staff of their mainline operators. One of the career progression routes available for technical staff at an airline, is to go from regional operations to mainline operations as they gather more experience.

The structure is no different than QF's transtasman flights either, they are operated by JetConnect (a NZ based airline) using the QF branding...
A few years ago, I was working for a company as full time and permanent, and yet I never once received a paycheck from them. Instead another "company" was paying me, even though I'd never worked a day with them in my life.

Basically to customers, there is simply the company as defined by marketing, but legally, there is often the company or trust overseeing operations (often but not always the one which owns the marketing name), and then there are tons of either child companies or contracting organisation which handle the day to day runnings of the organisation under the main brand.
