Qantas and Westjet interlining

I booked a OneWorld Circle Pacific fare HBA-SYD-LAX open jaw YVR-HKG-MEL-HBA; ticket is on QF stock and issued through my TA. To fill in the open jaw I got a WestJet flight LAX-YYC and AC YYC-YVR both on separate tickets from the Circle Pacific one (separate PNRs as well). I couldn't get a QF code on the WS flight as its a OW CP fare and WS is not part of OW.

Knowing that WS charge for bags on some fares, I called Qantas WP line to see if my bag would be interlined at LAX. Answer was, as expected, no, can't interline when its a separate ticket and I'd need to re-check bag at LAX and pay the bag fee.

So I rock up to SYD and check in (F counter). Puzzled looks; discussions between agents. They'll need to collect the WS checked bag fee. The bag tag has it going all the way through to YYC and my WS boarding pass can be printed out after I pay the fee. Sounds like a win - better than mucking around at LAX. However I'll have to go up to the Sales counter to pay and to get my BPs. Precious Lounge time going by, but OK.

Sales counter puzzled looks; yes they can see that a WS fee is payable, but there's no mechanism for Qantas to collect the fee, as its a separate ticket. Have to do it in LAX. I explain that the bag, and its through-tag has now disappeared down the check-in conveyor. Solution: "We won't charge you and WestJet will never know." She escort s me back to the check-in counter where there is a discussion on 'separate tickets' and 'same booking'. Check in person says she's not trained in reservations and doesn't understand the issues. more precious Lounge time still being frittered away.

After some tapping at the terminal, by-passing the fee payment requirement, I get my BPs and we agree that I'll 'hope for the best'.

I've just landed at LAX and put the bag on the transfer conveyor after customs. I take the precaution of going to the WS check-in counter, to ask for their BP to replace the QF issued one, and for any issues to come forth (rather than on boarding etc).

No problems! In fact I've just gate-checked my carry-one bag at no cost to negate the hassle of overhead locker space (I'm in whY :shock:).

Conclusion: For flights on WS on a separate ticket from a QF one (separate PNRs as well) bags should NOT be able to be interlined; but it seems that if issued under a 'single booking' (whatever that is), it can be interlined and a fee is supposed to be collected at QF check in, but can't be. WS don't seem to know this, and so far so good. I guess I should have waited till I have all my bags at YYC :), but I'm just killing time at LAX T2 waitig for the flight.

For what its worth, I got around the baggage fee as a QF WP (SG has benefits too). When dropping the bags at LAX T2, the agent wanted me to pay $25 (from memory) a bag - but he waived it after I said it was free and showed him my card. I was on a separate ticket though as I was spending a day in LAX before heading up to YYC.. trying to remember if there was anything else different in this situation.
 
Conclusion: all arrived OK. In fact, they were asking for people to gate-check carry-ons at LAX "at no charge" - so I did. I was sitting in the middle of whY and I didn't fancy my chances with the 'carry on melee' that usually occurs.
