Points Earn on What at Hilton?

I always assumed the points earn at Hilton was for anything charged to your room from the hotel. ie, food, grog etc.

Is this incorrect? (the T&Cs don't seem to be too specific about this unless I'm looking with "male" eyes, as my wife would say)
 
It is based on all spend not just room rate. For example my recent stay earned 3K base points on a room rate of $227. So it included dinner.

And could one have dinner without a stay and still earn points if the HH card was offered?

There is generally no HHonors points earn unless part of the folio of an eligible stay.

Often the points are awarded on the rate less tax - in Oz that's GST.

So a $220 rate might only have HHonors points credited on the $200 ex GST component.

Thanks to all for the clarification. I'll check my last stay again, as I'm sure the sundry charges didn't accrue points (mind you, I have been wrong once or twice previously).

EDIT: Mark down another wrong for me! Without knowing the exchange rate used, I'd guess my total spend of $446.45 achieving 4683 points sounds about right.

Not bad accrual really. For that spend I received:
Base points - 4683
More points bonus - 5000
Diamond VIP 2011 bonus - 2341
50% base point bonus - 2341
2012 systemwide offer - 2000
Any weekend bonus - 1000

So 17365 points for a $446.45 spend (almost 39 points per $) and an enjoyable, relaxing weekend!

*I have points/points selected as myway double dip option.
