I have just qualified as Platinum after a few years as VA Gold and was surprised to see I couldn't select a car or hotel partner, because I chose one 4.5 years ago.
I had assumed that it would have reset when I requalified. A little disappointing, I was looking forward to the car hire benefits especially.

mmm, I qualified for Gold in June, and upgraded to Hilton Honors Gold, then when I hit Platinum in October, I was able to upgrade to HH Diamond. Give VA a call would be my recommendation.

I made Platinum in 2018 and chose the above, dropped back to gold in 2019 (and didnt get a choice of program, understandably due to it being a soft landing), have been gold until this month when I qualified as Platinum again.

It's a one off benefit, so if you've used the platinum benefit before, it doesn't get offered again.
 
You're not the first and won't be the last to feel a little miffed by this. Happened to me as well many years ago.
