Perth Airport New Runway Consultations Start

I have just received a "Community Engagement" letter from Perth Airport starting the Public Comment process for a new runway - 3,000 metres by 45 metres. So a little shorter than the current main runway but about 900 metres longer than the cross runway. It will be built to the East of the International Terminal (T1 & T2). If it is built it should actually reduce the noise level for us - not that it is a particular problem in Willetton anyway.

However it is still a long way away - planned to commence operations in 2023 -2028 period. Knowing the usual glacial build process at Perth Airport plus the need for "consultation" with the airlines - hello QANTAS - 2028 would be the probable earliest date.

Really would be a trek and a half for an aircraft that needs to taxi from the T3/4 terminal to the new runway for a north/easterly departure.
 
What have they used to justify the call for another runway? Aircraft needs? Safety in different wind conditions? Capacity? All airlines moving to T1/2?

Capacity restraints - they have already exceeded the flight movements that would trigger the need for a new runway - 145,000 in 2013 - which caused flight delays. Movements then dropped back with the economic downturn, but are on the way back up again to an estimated 172,000 in 2025. This is not just a Perth Airport power play but has been strongly pushed by State Governments on both sides of politics & the Commonwealth Government.
