Can anyone help out with the oversize baggage rules in Australia?

In January I flew SYD-PER-ADL-SYD QF Bus Class...with my golf clubs and I
expierenced the following different forms of check in & collection of my clubs:

SYD-need to check the golf clubs in at the oversize counter...collect at normal baggage carousel.

PER-collect clubs at the normal baggage carousel...check in at normal bus check in counter.

ADL-collect at oversize counter...check in at oversize counter.

There was a distinct lack of consistancy between the various QF terminals.

Does any one have any idea why?

Possibly due to how the bags are handled around the airport. I find discrepency with my diving cylinders, sometimes they come out at oversize sometimes on the carousel.

I have noticed that at locations where bags comes up or down from another floor to the baggage hall rather than horizontally across, that they always come to oversize

There is total inconsistency with checked baggage around the world. Many times I have checked cases that are larger in dimension than "allowed". Seems that as long as they weigh 32kg or less and don't look like a Steamer trunk they don't care about dimensions. European and Asian routes don't seem to have a size restriction on QF but only allow you 30kg in J, why the difference??? But if something is a bit unusual they get all mixed up about it. Have always been able to check golf clubs as normal baggage but I think it may depend on who you strike on the day and/or the individual airports handling procedures.
