Might be mistaken but I assumed that my domestic flights in New Zealand would get points and SC's as I booked them on the QF flight number in conjunction with my international QF flights...

my return flight to AKL hasn't posted yet but I assume the same result.
Is this correct?

If it is a Jetstar operated codeshare, it needs to be in one of the fare classes BHKY to earn points/SC's.
Jetstar flights only earn SCs and points if they ticket into an earning fare. For Red e-Deals, any Jetstar sectors book into Starter (with one free bag), which earn nothing. Fully Flexible tickets book Jetstar sectors into Starter+Max (with one bag), which earns at the Full Economy level.
When you use the QF online booking engine, a small print below each fare type column heading shows you the type of Jetstar fare that any relevant Jetstar sectors will book into.

QF codeshare flight numbers on JQ metal are the only QF marketed flights that have such a fare bucket inventory restriction in revenue fares.
It may be interesting to some, but if booking with Jetstar, it only cost NZD15 AKL/CHC extra for a plus upgrade to earn points/SC's.
Probably, but these are JQ flight numbers. Can you do that on a TA issued ticket as well?
