New Zealand Travel Bubble Announcement

So if someone gets sentenced to death in Thailand for trafficking drugs, we say “tough. Should have known the laws of the country you’re traveling to. Go ahead and die”, yet when somebody travels into Victoria we’re concerned that they haven’t been given a full briefing on the states current law? Each day this “virus” becomes more comical.

Be thankful we aren’t in the UK or Europe!

Some of the Kiwis into Vic were apparently well briefed, and prepared:

Shearing Contractors Association of Australia secretary Jason Letchford confirmed New Zealand shearers were on the first flights out of New Zealand to Sydney, and they later went on to catch a flight to Tullamarine Airport in Melbourne.

"Anecdotally I know they were on those flights and there was nothing illegal or incorrect in what they did — they followed process and were sponsored by their employers and had the correct permit to travel from metropolitan Melbourne to rural Victoria," he said.

"The workers and employers should have been applauded by Premier (Daniel) Andrews for making the effort to get here so quickly.

"They shouldn't have been poo-pooed by the Premier, as they are actually coming into the state to work and are trying to keep the economy going."

Maybe one of the ABC Journos could ask about this at tomorrow’s presser ?
It doesn’t quite add up with the furore over the unannounced arrivals ?

Travelling to Victoria from New Zealand
A trans-Tasman travel bubble is currently in place between New Zealand and parts of Australia. This allows travellers from New Zealand to arrive in New South Wales and the Northern Territory without having to quarantine for 14 days on arrival.

Currently the Victorian borders are open. If you are travelling from New Zealand and have passed all relevant immigration and biosecurity requirements as established by the Federal Government, New South Wales Government and Northern Territory Government, then you are able to travel to Victoria. You do not need to quarantine for 14 days on arrival in Victoria.

If you have travelled from New Zealand and you have symptoms associated to coronavirus (COVID-19) you should not travel to Victoria. If you do you may be subject to detention under the Public Health and Wellbeing Act 2008 on your arrival.

You will be subject to the relevant health directions and restrictions in place during your stay in Victoria and may be subject to heavy penalties should you breach those.

If you intend to leave Victoria you will also be subject to the requirements of other states and territories in Australia, which may require you to quarantine in that state or territory or you may be refused entry to that state or territory.

Aren’t shearers effectively essential workers?

I don’t think Victoria has an ‘essential worker’ category, as its borders are open, but compared to some who have been admitted to Tas, for instance ( hotel plasterers) yes they would be.

More so with this report in the Oz ( a report, not a quote):

The spotlight has intensified on Professor Sutton amid revelations he had declared earlier this month that Victoria was open for New Zealanders to visit. This was the day after a trans-Tasman “travel bubble” was announced

Wow what an intense spotlight.... sure he is trembling... Slowwww news week..... can’t wait for National Cabinet this Friday.

All these grown ups desperately need to get in the same virtual room, take a chill pill and sort out domestic borders, bubbles and just move on.

Don’t they need an essential worker permit in Victoria to move between metro and regional?

And looks like the SA situation may resolve.
"The Premier has flagged possible rule changes to allow Kiwis to fly directly into SA, after a group of New Zealanders sparked confusion by arriving unexpectedly in Adelaide."

Great, another signatory! Tasmania apparently very close behind as well. Victoria has says they will also sign (when they have the time) so that literally just leaves the usual odd people out - QLD and WA.

They did meet in the same virtual and I think, actual room 🙁😳

Yes, ( sorry, I forgot that category) and the news report said that they had it. Another indicator that the Victorians knew they were coming.

This wasnt added to the DHHS website until after it was clear that Kiwis were arriving in Vic whether we wanted it or not.

I reckon the Premiers are either fools or knaves.
and

Yet multiple premiers are unhappy and appear to have been caught off guard
"appear"

Pure politcing. To tacitly allow it, but blame someone else for it if anything goes wrong. I think the clue is that he said maybe the best solution is to have direct flights into Victoria from NZ so the government has more control .... if he'd entered the bubble straight away, he a) would have had to agree to the national hotspot definition and b) face the wrath of a population who've been locked down for months (hint: the comments in The Age are overwhelmingly anti people coming into the state from overseas, illogically so). This way he can plead that he was forced into it. Goodness I'm in a cynical mood today.
This is clearly true, and you're not cynical for noticing.

If the "question" is "Do you want to belong to a travel bubble with NZ?" Then , OK no flights from NZ for you. No problem. But onwards travel - which is normal, domestic movement within Australia - is different. The NZ arrivals follow domestic rules, like everyone else. Fly, drive, walk, whatever. Once you are in NSW you are free to move.

Yes, the Feds could have - and arguably should have - issued conditional visas, restricting onwards travel. But see the evidence tendered in Senate Estimates today, per report above. The Victorian heath authorities were in the room, in the discussion, when onwards travel was discussed. No issue raised. The reason there is little media heat is probably because, on the evidence we've seen, it was the Victorian authorities who seemed to have failed to recognise what was being discussed. My own suspicion is that Prof Sutton recognised the low health risk in the onward travel and didn't raise any objection on health grounds. But when the Premier heard about it, he found a reason to complain about the Feds.

Yes, he didn't want international arrivals, but failed to put things in place, once international borders were announced to be opened in NSW and NT (its not as if it happened without notice, overnight) , and his bureaucrats when told onwards travel might happen, yet again failed to act.

I'm sorry for Victorians who think they've been kicked while they are down, but look to your own authorities on this one.
As a Victorian, I have been repeatedly kicked by those authorities, but this isn't a kick.

SMDH.

And although the WA Premier said that the New Zealanders that flew to WA were unexpected they all were sent to WA quarantine hotelsfor 14 days apart from 1 infant allowed to isolate at a relatives residence. This means they all arrived with g2g passes as if you arrive in WA from interstate without one then you are put back onto the first flight back to where you came from.
And the Premier admitted they had a g2g pass.
"Mr McGowan said they had been detected through the G2G Pass app and would count towards WA’s weekly international travel cap, meaning some Australians wanting to return home from overseas would miss out. "

So if they filled in the g2g pass application how were they unexpected?
As well the WA CHO was also involved in the September meeting setting up the bubble.
