New Carrier charges?

I’ve been doing some dummy bookings from over the last couple of weeks from various EU countries for a return flight next May and keeping a spreadsheet of taxes etc.
today I noticed a new carrier charge of €37 from all cities and on airline partners.
is this QF being sneaky or a new EU departure charge (it should be under taxes in that case)
Does anyone have any ideas what it could be?
 
All cities I’ve checked, for example JL from HEL to SYD was €18 taxes last week and now it’s €55. CX also have the new €37 carrier charge - I calculated this from the spreadsheet I’ve been keeping.
Not tracking QR as I find the taxes too much.
