Wonder if you can buy miles on that deal

I would say NO because UA miles purchases are processed by Points.com in USD and the Amex offer T&C clearly say:

Offer only valid for flights departing from Australia, which are paid for in Australian Dollars.

Excludes payments made via third parties.
 
Slightly OT, but the pic used in the email for the Evee offer could easily be viewed as being stranded somewhere remote, perhaps due to being out of battery, and is waiting for assistance. Well that's where my first impression landed.....

That's what the $75 credit is for, so you can walk up the road and buy a can full of fuel ... oh, that's right. ;)
