Thanks for the tip, I will look into it to see if my council(s) can be paid that way.
 
PayPal is great where:
* Biller eg Telstra charges card payment fee - PayPal payments might not have any fee:
* If a biller (eg Sydney Water) doesn't ordinarily take Amex directly, you can pay by Amex via PayPal; and
* Where you have Amex issued card to get full points on PayPal charges vs half points for utilities and government charges by paying directly.

I recall checking around 18 months ago now that I have done so again. The same answer now as then, neither council on the postbillpay list and they don't take Paypal either. Have been making good use of Paypal for other utility bills though.

Yes, I'm finding a lot of, if not all, my Bills which can be paid via Postbillpay have the Paypal method. Is the Paypal method on allowed on all payments? or just certain businesses.

Currently my council, Greater Dandenong (Vic) and South East water (Vic) allow payment via this method. Sometimes the Paypal site stays signed in when paying multiple bills by Postbillpay and then sometimes I have to login for each bill. Very annoying.

My understanding (bit I don't claim any specific expertise) if that business can opt out of Paypal. Ive also had instance where Paypal is allowed but only on MC/Visa (no Amex).

Just found out ASIC don't take Amex via Paypal. What a shame.
