Sorry to ask a dumb question, but does this “half return” fare effectively allow an open jaw between Asia and USA?

can anyone just book that or do you need a travel agent to do it?

It seems to be an intercontinental OJ+ return between SIN and AUS. I didn't test from an SiN origin.
