Myki pass - third party retailers?

With the cost of a one-year Myki around $1,700 I would like to get some credit card points out of this purchase in early 2019. Currently my Amex has the best points earn.

I assume that buying at a Metro window/machine would be considered "government spend" (less/no points) so I was wondering if newsagents etc will do monthly/yearly passes, or do they just do top-ups?

Also, so if anyone knows of any specific locations please let me know (private message if you want).
