The ones working around Raffles Place tend to do that, true - however I've found the sharpest numbers come from a particular dude on the ground floor in People's Park (Chinatown), but you have to be a regular (which I am). Generally if you're not changing more than 2,000 SGD, there's very little benefit and you'll barely make your cab fare back (assuming a $10 cab fare which is par for the course for most of Singapore during off-peak hours). Generally if I don't convert more than 3,500 SGD, I don't bother unless I expect to receive an exceptionally good rate due to massive overnight fluctuations. Oh, and he's an Indian chap... the longest lines sometimes are not the best. :)

Fortunately I'm right at the border between Raffles Place and Chinatown, and regularly need to convert a couple of thousand at any one time.

Needless to say, Changi airport money-changers still can't go as low as People's Park. Substantial savings, in some cases.

No comment on Mustafa, it's probably got a good few moneychangers there as well, but it's very far out of my general hang-outs and inconvenient to get to. The environment also is not preferred by me personally. Orchard Rd is generally a tourist trap but if I had to change there, I'd probably head for Lucky Plaza also.

Last but not least, ATM withdrawals are not unreasonable and will save you faffing about. If you don't need to convert big, stick to the plastic.

(Fountain @ Suntec monopolises the entire area at Suntec, there's simply no better alternative, but he's not cheaper than People's Park)
