You need to keep your eyes open.
They (touts) are there, but they dont approach everyone.
Once you know a face, you will know them.
They tend to wear the grey melange pants, grey shirt, and a grey sweater.
Maybe to look official(ish).
I dont think that those guys we see at the "outfall"/outside of MEL T3/T4 are not the drivers, but most likely relos of the drivers, and once they have a mark, they would use their phones to let the other side know who to jump upon.
Most people walk past the touts, or nearly all.
None of them wear a necktie.
The one I saw, was from the subcontinent, tallish, and wore glasses, and had a smartphone is his hands, casually held around his back.
At least ADL airport has the taxi marshall, MEL has the uber marshall, but no taxi marshall since the taxi drivers got moved, ... the taxi drivers must be angry now.
Did see fewer taxis in the uber line, at the far right hand side of end of T1.
