Mel -> Bom: Which airline to maximise an upgrade to J?

I am chasing any help or suggestions for the best way to maximise my chance for an upgrade from premium economy to J? I am platinum with both QF and VA, but substantially more points with QF. I am yet to make a booking so I guess my question is around which airlines and sectors should I choose? I note that QF doesn't seem to have any premium economy on MEL - SIN or MEL - HKG sectors, so I would be nervous about booking that in Y and then ending up stuck there, rather than (say) premium economy in CX.

Need to be in Mumbai in a couple of weeks time.

I hope I make some sort of sense.

Just book MEL-DXB in PE on QF, then fly economy DXB-BOM.
