I have always been under the impression that Oneworld Explorers always had a maximum of 20 sectors, but I was on the phone to Qantas the other day and they said that when extra legs are purchased (ie. when you fly more than 4 times within a single continent, or 6 within North America), the paid sectors are in addition to the 20 included.

I asked the person to check with their supervisor, and this was confirmed to be the case.

I rang back today and they said no.

It makes sense that they should be extra, considering an additional First Class flight within the US would cost $550USD! But I'm not holding out much hope.

The One World Explorer permits a maximum of 20 flight segments including any additionally purchased flights

The first ones were incorrect. Now if you had ticketed then and there, and had no attempt at reticketing you probably would have gotten away with extra segments. But if you had ticketed extra and needed to reticket later (eg change routing) the extra segments beyond 20 would cause problems unless you could remove sufficient other segments to get back under 20.

So extra segments are ok?
Interesting...

No. Flight segments beyond the 20 are not permitted by the rules, but if you had been lucky and someone had messed up and issued with >20, you would almost certainly be fine if you didnt need to reissue

OK... thanks. I understand.

Just out of interest, has anyone had a ticket issued in breach of the rules? (I know some have scored an A class leg on CX booked under AA on a DONE4). Were there any repercussions?

Yes.
No.

Was it intentionally booked that way? If so is it worth trying it on and then feigning ignorance if it gets knocked back?

Not for extra segments. Very low chance of getting something as obvious as that past the RTW desk.

IMHO may be worth trying for certain rules with multiple interpretations (due to unclear wording), for example.

As Dave Noble implies, more clearly than me. There is a difference between an honest error being ticketed and benefitting from that (which doable if don't push your luck eg by reticketing later), and outright trying to break the rules.

And if you do have a ticket issued that is not completely aligned with the rules, then be prepared to work with the consequences of re-alignment if it is identified during the trip. That may mean re-routing and paying for the re-issue.
