Lounge Invite - International out of Sydney - I'm so confused!!

Hey guys, I'm so confused. Flying to Norfolk Island in a week's time. I have some Complimentary Lounge Invitations and I can't seem to link it to my flight out of Sydney. Have been able to link it in the pre-COVID world. Do you guys know of why I can't? Flights depart from the international terminal. I thought the lounges were all opened now? Or are they capping it... or not making it accessible for invite holders at the moment?
