Loung Access for QF FF - SG in Delhi

Hi,

Next week I am going to Delhi from SYD via Singapore on QF ticket (SIN-DEL-SIN operated by Jet Airways with QF code share flight #).
I am flying Y but I am SG with QF. (OW Sapphire)

Do I get lounge access in Delhi? if yes which one?
Do I get additional baggage allowance (SG get 10kgs etc.) while checking in at Delhi?
Also, generally what is the recommended reporting time before departure in Delhi? Have heard shocking stories of delay at Emmigration/Secuirty etc..
