Yep definitely a different gun culture in the States, but still protocols to follow for carrying a firearm in flight.
 
There is nothing illegal in traveling on an aircraft with a gun in hold luggage in the US as long as you follow the rules. Sounds like the passenger did not notify the airline beforehand, but it does surprise me that they can be carried loaded (if the press report was correct) and with ammo.
I think it is also meant to be in a locked approved case, but not 100% on that.
If you happen to like guns, it is a great country to visit.
