Just booked a dom. flight for daughter and received the title offer in the booking receipt email. There does not appear to be a catch, simply click on the link and accept the T&Cs and join for free.
"For your curiosity, we'd like to offer you complimentary membership* to the Qantas Frequent Flyer program, which means you don't have to pay the usual $AU82.50 joining fee."
Apparently I appeared curious when making the booking. ;)

My apologies if this is so. I did a search and did not locate a thread indicating this particular current offer direct from Qantas. I was going to mention that my daughter was half-coughd about venturing into WW to pick up the EDR application and that this made it easy for her but I did not reckon everyone would really want to hear about that.
 
I can't understand why they continue to charge, unless it's to fleece the unwary.

More to do with equating sense of "value" on being a QFF Member. The same way newspaper and magazines charge for their products. The $2 cost of a newspaper, or the $10 cost of the magazine is small-potatoes in the grand scheme of costs and total revenue of those things. But if they gave it away for free, people (and by extension advertisers) would place less value on the brand and product.

QANTAS wouldn't place any big number in the yearly budget for QFF Membership Fees, probably $0K. They know that anyone with even a slight interest can join for free. But the $82.50 makes people feel there is value to being a part of the QFF Program.
