Is domestic hold baggage routinely screened?

Screened for bombs and weapons - yes absolutely...
Screened for drugs or other illegal but not dangerous to aircraft stuff - only when they have got a tip off...
 
Wouldn't large amounts of 'that' weed in a suitcase have a smell to it that would be noticeable to an airline checkin clerk?

Not if it's in vacuum sealed plastic packaging as seen on the news - CSA's don't have as an acute sense of smell as canine drug detector dogs.
