International Upgrade Availability

Am I correct in my understanding that if I can see online international reward seat availability to Premium Economy or Business that it implies there is also availability to upgrade to these classes?

No it is a different fare class with upgrades. If you have access to Expert Flyer you can see the different codes and see what is available

Actually I believe that with Virgin Australia, since the SABRE implementation, Upgrades both internationally and domestically now book into the same fare buckets as award seats

That is Z for Business and P for Premium Economy. (X is award economy but might be a little difficult to upgrade into.).
