Do you have to provide the photo physically or digitally?

The reason for my asking is 'cos I had some photos done for an international driver's license a few months back, because the NRMA site said I would need said photos with X dimensions. So I assumed I'd have to mail them in; physical dimensions make no sense for digitally-stored images after all. But then the NRMA website wanted me to upload the scanned versions of these physical photos I'd have taken; which meant stuffing-around with the office multifunction machine to get the right resolution plus trimming etc, when I should instead have just got a digital copy of the original photo & not had them bother to print it!

TLDR: if you don't need the photo printed, you might want to just get a digital copy on a USB stick or some-such. :)
 
I got an indian e-visa a couple of weeks ago and a digital pic of my face taken on my phone against a white wall was sufficient!
 
Even re-appling for my NZ passport I was able to use photos taken with my i-phone
