The Australian national radiation protect regulator, ARPANSA, was the first group worldwide to look beyond the risk of the exposure (being low) to do a justification process.

Everything I've seen is that they just did the same as the TSA etc. Looked at some numbers and cleared it. Not doing any testing themselves.

I'm not sure if it's public. Will have to do some searching. But justification is about assessing whether there is a net benefit. Not just testing to verify numbers.

This is a subject where I agree with Medhead.Leaving SYD a month ago I asked to go through the scanner.Why?Because then I don't have to get wanded because of my Knee replacement.Much more convenient and not scanned twice.
 
I got picked for Full Body Scan on Tue (2 days back), expect to be pinged everytime from now on.

I have another 4 int trips, all via SYD coming up.
I wore two shirts, one on top of the other, and for this, the "man" had to pat down, this was after the Full Body Scan, my "undershirt" showed up!
Its not only me, taking my time, its more so others pax who bring their water bottle, or "forgetting" to have the LAG bag out for "inspection", etc, that takes up time.
Next time I won't carry any more fluff. No more than one pocket wifi charger, no more than one pocket wifi device, no more than one mobile phone, no more than one mobile phone charger.
Australia (luckily) scanning like this is safe, the stories in other parts of the world, they move fast to preoccupy, and then whoopsie, somethings gone.
Ok, so arms up like in surrender mode.

I can't find an actual justification case using this guidance. However, I wouldn't expect that to be made public.

you can lock your bags prior to it going into the x-ray - so no need to be concerned about something going missing.

personally, I unzip my bag to take out the required items and leave it unzipped to go through the machine (saves unzipping it again on the other side). But YMMV :)
