how much do you want to spend.

I stayed at the palaise de chine. bit expensive. but one of the nicer hotels i've stayed in.
The caesar, right in the middle of everything. very good value. very big rooms, but beds are very hard. I didn't get much sleep there. If you're used to very firm mattresses, this would be a good choice.

If a club floor is a must - I'd say the Sheraton.

The W is my first choice - but no club lounge - and "value" is subjective.
 
I would recommend the Les Suites chain, small but very nice and often good value for money as well as being well located. The larger hotels are rather unimpressive and expensive.
 
I'd go for les suites as well, great boutique hotels and not crazy prices
 
Agreed, Les Suites Ching Cheng is my preferred Taipei hotel. And their new property on The Bund in Shanghai is good value, good location too.
 
For luxury and if money not so important - Far Eastern Plaza (Shangri-la) - Horizon club
For value with excellent service - Howard Plaza Hotel - Rosewood club
