HKT Arrivals - Recent experience, taxi, etc

Happy new year everyone,

Flying to HKT next week with a morning arrival.
I've heard the arrivals hall has been a zoo at times during peak season. Has anyone got recent experience?
Also, is grab/bolt allowed in the airport area yet? Or is the taxi mafia still in play?

I'd be interested in car transfer advice to get to Karon if anyone has some great tips!

Just got back from HKT.
It was a zoo when I landed around 10a. Over 90 mins to get through passport control.
Plenty of Eastern European flights had arrive then and not really orderly progression.
800B to get a camry from the airport.

I spoke to another couple who landed at 7a from Germany via UAE. 10 mins with no one in the terminal.
