Government transactions now excluded from points earn

Just noticed a sneaky new set of exclusions from the NAB Qantas rewards. The ATO one was always there but now things like councils, Service NSW, post office are all excluded.

for a Personal Rewards Card Account, government related payments (includes transactions with Australian and overseas government entities, semi-government entities, or related agencies - for example, but not limited , Australia Post, council rates, motor registries, fines, and court costs). Classification as a government-related transaction is based on merchant or financial institution data, so some businesses may be treated as government related even if they are not;
 
I just realised the same thing - I'm annoyed at myself as I have paid close to $10K in council rates over the past 2 months, without realising they had made this change. Looking back I see a note at the end of my August statement alerting the change:

WE'VE AMENDED THE NAB QANTAS CREDIT CARD ACCOUNT REWARD TERMS AND CONDITIONS TO CLARIFY THAT WE NEED YOU TO PROVIDE YOUR QANTAS FREQUENT FLYER NUMBER
BEFORE YOU CAN EARN QANTAS POINTS AND THAT GOVERNMENT-RELATED PAYMENTS DO NOT EARN POINTS. FOR FULL DETAILS, PLEASE VISIT NAB.COM.AU/REWARDSUPDATES

For me it's time to give this card the flick, as I only used it for government spend, as it seemed like the only personal card (non business) that had earn on govt spend at a full rate. I'll go back to putting govt spend onto my Amex and earning the small amount of points - it's better than none!

Gas this change caught anyone else by surprise?
