The rules that QF applies are quite complex. Where was the ticket issued and what the entire itinerary? Those things can make a difference.

For example, there are quite a few exceptions where no YQ is charged for travel between AU and NZ if the journey continues to certain other destinations that do include YQ components.

So if you flew something like SYD-PPT-SCL you would only be charged $147 and not $147 for SYD-PPT and $147 for PPT and SCL. There should be a $107 YQ charge for SCL-EZE. However, if the ticket was issued in Argentina, then its US$1.50 for those sectors.

Thanks for your response NM, I am very interested to know when QF charge the surcharge, because without it an award flight is much better value. In my case, the tickets were issued in Sydney and were only for PPT-SCL-EZE - taxes and charges were $73.40, made up of PF ($16.40) + FR ($18.70) + ZQ ($38.30). They were issued back in January 07 so things might have changed since then.

That seems strange to me. I cannot find any reference to an exemption from fuel fines for such an itinerary. The tax codes you quote do seem correct for such an itinerary.
