That is the exact luggage scale I purchased from a bargain shop here in Brisbane, in preparation for yesterday's day trip to Sydney. The price I paid was $6.95, so going on the post by Flashware, I would say that the mob are charging the item's retail price as its P & P.
For a quick way to see if you're over the weight limit before going to the bag drop counter, such scales are invaluable.

Must have been a cancelled order/container that someone is clearing out, good to know they are out there in physical shops.
 
Just for everyone's information. There is a free luggage weighing service at both Melbourne and Brisbane - its operated by the guys who run the luggage wrapping service (I cant say the name because it would be advertising) They are near the checkins in departures. I have found them to always be happy to help out - very obliging - and they carry a range of cheap bags if you need to offload anything.
