FF redemption fee difference between booking from USA resident vs Australia

Hi - I am redeeming a flight on 27Sept for my mother to return home Sydney-LAX, If she books from her US resident account does she avoid the hideous fees/taxes/goughing from Qantas? If so, I could family transfer points over to her,

And I recently realised that when flying with the full family, I could save some significant cash by flying SYD-HON, then HON-LAX (or San Jose or Oakland) as the HON-LAX segment only has fees of $5.60, and the Syd-HON is $283 versus the $348 SYD-LAX. Only $60 difference - but times 4 people x both ways = $480 - which is a fun day or two in Hawaii!
