Is this part of the tit-for-tat regarding US increasing requirements?

At least it seems they have illegal immigration under control:

"We have 150 million entries and 150 million exits a year, and we have no information on them," Roscam Abbing said.
 
I suspect it's tit-for-tat for the US and their paranoia. Altho, Japan also now fingerprints you, so the US is not the only one...
 
There are more people entering Europe than people leaving.

They appear to have issues with illegal immigrants and my guess is that the majority do not enter through an airport.

Similarly if you could just drive through one of the other member countries why waste money on an airfare?

No. But one of the reasons in the article for fingerprinting was to stop illegal immigrants.

Why would you want to fingerprint people arriving at the airport when 99.99% of illegal immigrants arrive through other means?

Do they? We all have our stereotypes, but I'd wager that more than 1 in 10 000 illegal immigrants arrive in Europe by plane.

My big beef with fingerprinting arrivals (soon to be all 10 fingers in the US) is the potential for major stuff-ups with no recourse.
Esp. in the LOTFAP where the rhetoric that goes with the 10 finger scheme is "we don't even need to know what you look like - if you have a single fingerprint left behind in a safehouse, we will keep a record of it and we'll get you when you attempt to enter the US".

Even if it is 90% wank, can you imagine trying to prove your innocence if you ever get caught in such a drag net? I fear more from a future like "Brazil" than "1984" - I'm wondering which one we'll get?
