Etihad redemption destinations restricted

So I decided to transfer my amex points to Velocity to redeem an Etihad award to Nairobi only to be told it is not “on the list” of available award destinations. This is despite the flights being operated by EY and award seats showing up on EY’s website. Apparently Velocity has blocked a few other EY destinations. I guess there’s not much I can do other than be really disappointed as there’s nothing on Velocity’s website to suggest EY redemption destinations are restricted.

Has anyone had similar or different experiences? At the very least this may warn others thinking of redeeming awards to some of the more uncommon destinations that it may not be available.
