Etihad Doesn't Release Seats Last Minute

Is it just me or does it seem that EY are happy to see a F cabin go empty? I've been tracking flights for the last few days and even down to 3 hours before there are 4 F fares available but not released for redemption. I don't get the rationale here other than to allow for J upgrades to F and Y upgrades to J?

In my experience of three Apartment seats, yes, Etihad does release inventory in the days and hours before departure. On one particular flight, 24 hours before departure the remaining six Apartments were released for award. One or two other airlines could take a leaf.
