End of JAL paid domestic upgrades (or not?)

It's been reported (Japan Airlines Restricts Day Of Departure Domestic Cash Upgrades) that JAL will no longer allow the relatively cheap space available same day upgrades on domestic flights for customers without a JMB number on their booking starting Dec 18.

Whilst I noticed it wasn't possible to do this online anymore without logging into JMB, I was able to successfully upgrade my domestic flight today to Class J whilst keeping my QFF number on it by just asking at the first class check in desk.

Not sure if the limitation only applies online or if I just came across a check in agent who didn't know the new rules, but curious to hear others experiences.
