Dubai - lounges + sightseeing

Hi all,
I have a trip through Dubai.

GO the way through I have 4 hours or so stop over. I have Star Alliance Silver stat and Mastercard Gold - can I get access to a lounge for free ?

Or should I pay for the 1.Dubai business lounge or 2. the Marhaba Lounge - which on e of these two are best ? and how much ? 1. seem like it costs 19 pounds and 2. is 43 USD - is this correct?

On my return leg I have a 12 hour stop over arriving at 930pm. I will have the Emirate hotel, is there any where I can go at that time for sight seeing, shopping or good eating (or is the hotel food good)?

Or do I just rest and eat at the hotel ?
