Telstra is closing their network to 2G - the other carriers I believe are continuing with 2G for now.

Correct, no announced plans from Optus or Voda. You'd expect that once they announce it'd be 18-24 months notice at least.

I have a Motorola Moto G 2nd Gen (something like that). It is dual sim, but not 4G (there's a single sim 4G version). I got mine off eBay for $150, they are about $450 new IIRC. Seems like a pretty good phone for me, battery lasts several days which is nice.

Optus has announced end of life of their 2G network.

"The company announced on Wednesday it would shut down its 22-year-old 2G GSM network on April 1, 2017 - just over 600 days from now."

Huawei have a great 2 sim phone we have been testing them for 4 months and no issues. Primary sim is Telstra in Australia and secondary Vodafone which works well in China
 
What will be interesting is if the phone makers start producing phones that don't need SIM cards, and instead you simply re-programme your phone as you change country and buy a new virtual SIM from which ever carrier you prefer. I saw an article recently that mentioned this was in the works.
