Has anyone else noticed that check in agents have gotten a bit more strict with checked baggage? 3 times in the last 2 weeks I have been told my bags are over weight (24, 24.5 and 25.5kg) each time I pointed out the WP allowance and was told that is correct but it is a max of 23kg per bag and that they will waive the charge this time. Possibly a crackdown/enhancement on the way?

Where were you travelling to/ from? Assuming you were on a domestic economy flight, the WP allowance is 3 x 23KG .. if you were in business it is 3 x 32KG

You were 5 Kg over your allowance ....

The way I read it, the OP was referring to 3 different occasions, with one bag on each occasion.

The weights I quoted were for 3 seperatre flights with one bag each time so well within the 3 x 23kg
 
Just an enquiry...do VA domestic terminals have baggage scales throughout the terminal so pax can weigh their bags/suitcases etc before they check in??... I know QF do
 
I was pinged last year when I was SG for having 1 piece of luggage over 23kg. I was checking in two pieces, the first 18kg, and the second 25kg. Think it cost me $40 as the check-in lady would not budge (I was flying Y but at business-class counter), and I couldn't find the key for the lock on the 25kg suitcase. That was PER-SYD.

Seems odd doesn't it, you are allowed 69kg as a WP but have to split it evenly across 3 cases. I have often in the past travelled with 1 bag weighing up to 30kg but only in the last 2 weeks have I been pulled up for having a bag weighing more than 23kg

I always thought the max weight per piece was down to OH&S rules - if so, that makes sense to me.

However, if that is the reason, one thing that I don't quite get is, why does the same limit not apply to everyone? I certainly can't imagine an OH&S policy saying that it's not safe for a baggage handler to lift a bag weighing more than 23kg, unless it belongs to a Business Class passenger or someone who has paid an excess baggage fee. Unless they get two people to lift any bag tagged as weighing more than 23kg? Then it would still make sense that they charge you more - either as part of the J fare or as a separate excess baggage fee. I'd be interested to know what actually happens with bags tagged as "heavy".

I think (but don't know), that 32KG is an absolute max they will lift, and >23 is where they need to use the Heavy sticker.

In the US I've been pinged for being greater than 50lb (50.2! 100g over!). I had to point out that my limit was in fact 23KG which is actually 50.7lbs, which surprised the DL lady when she switched the machine into KG ;) (22.77KG)

I aim for 22.5KG or less, and always carry digital luggage scales in my carry on

Perhaps consider a lighter/smaller suitcase ;)

Highly unlikely. I've sat in the MEL and OOL lounge watching the handlers load/unload the baggage many times and I've never once observed them use two people to lift luggage with the "heavy" tags. I think (as others have said) the 32kg limit is the OH&S limit (although the guys on their knees in the hold must absolutely kill their backs with 32kg bags) and I do remember someone commenting here on AFF that the change in VA luggage limits were part of a renegotiated contract rate with their luggage handler sub contractors (basically, VA get billed more for bags in excess of 23kg). I have no idea if that comment was factual or just a wild stab in the dark but it does hold some merit. If I were a luggage handler, I would absolutely try to get the airline to limit the bag weight rather than the bag quantity and a higher fee on the higher weight is one way of achieving that goal.
