The 'officer' I think was fabricated. Today's response was "Thank you for waiting. We have received an update - regrettably, there are no business class seats available for the requested flights. "

I did mention EU261 obligations in a previous chat (not today - just asked for an update on previous enquiries), but I guess I'll try again in a day or two and start with EU261 as you suggested...
The EU261 is the key :) That is what has triggered QR to respond in similar cases to yours.

Many of those encountered similar responses to yours, initially. The 261 then led to a fairly quick resolution.

did you keep pushing QR to honour their obligations under EU261? How did you go?
Yes I did

They kept stonewalling me on live chat - said it was being looked into, but no further progression/confirmation. The last live chat agent I had actually helpfully put down in writing that he was unable to put me on flights that were available because they were for cash, and my booking was an award booking. Which is clearly against EU law on this.

I filed the EC261 complaint, it took about a week for that email to be acknowledged by HCAA (appears to be a manual process), and then a few days later, I received bookings on my preferred flight !

No actual determination response from HCAA, so I'm not sure if they had a hand in it or Qatar just got around to sorting it out themselves.

Either way, Qatar was quite obstructive when I requested re-routing (even when repeatedly bringing up EC261), so I think there's a good chance that the formal complaint process actually tipped them over into doing something...

Good result in the end though

Having said all that, bloody Trump is likely to cause airspace closures again, so now considering booking refundable flights that don't transit through the ME at all as a final insurance policy...
