Juno is already a shoulder cat. Every day I work from home early in the morning she climbs up and rests her head on my shoulder after a couple of head to head rubs. I think she is happy I’m staying home on those days.When we adopted a 2yo rescue cat she wasn't very people oriented, but after a couple of years she changed and now follows me round like a dog. When I sit down she is straight on my knee, or chest if I am semi reclining.
Now I'm training her to be an over the shoulder cat and after 4 or 5 attempts she is getting the idea.
I think your cat will change. Cats, like most pets need attention to get the best out of them.
