deaf discrimination?

Tiger Airways accused of discrimination - News - Travel - theage.com.au

Why pick on the deaf? Those not listening (chatting, reading the paper, txting, etc) during the flight safety announcements, but can hear, should surely be more of a concern to Tiger and others. Why not make those people fly with a carer too?

Out of interest, is there a legal obligation to declare ones deafness when booking an airfare?

I would imagine you would be asked / should declare if looking at exit row if its one your expected to assist in case of emergency, But otherwise if i was deaf i would take great offence if somebody said i was not capable of reading the safety card myself.
