Coron airport (Busuanga) to Manilla (Philippines)

My young adult daughter is on a holiday in the Philippines in late Nov/early Dec. She cannot afford to miss her overnight flight home from MNL-MEL (departing 9:30pm). Prior to departing Manilla, she will be on Busuanga Island, departing from USU (Francisco B. Reyes Airport).

She was originally planning to get a 4pm flight from USU-MNL, which sounds unwise to me, as it lands 5:30pm (giving them only 4h until MNL-MEL) - given my understanding that it's the tail-end of monsoon season and island travel, as well as getting between terminals in MNL. I've suggested the earlier (12:30pm) Philippines Airline flight, giving them a 7+ hour lay-over, but I'm wondering if would actually be safer for them to get back to MNL the night before they're departing or is this OTT?

I haven't been to the Philippines before, so appreciate any input.

Which airlines is your daughter flying?

If it’s both legs with the same provider on the same ticket that removes costs for any delay in MNL and ensures being put on a later flight.

If she’s doing something like separate tickets for the connection in MNL, then catching the earlier PR flight might be better.

The majority of the time four hours should be okay. It also depends on the “can’t afford to miss”. Her acceptance of the risk of that occurring may be different to yours.
