They do - it's called a J ticket or points upgrade.
I understand your point however, it appears QF have decided that ASA at the Classic point level isn't filling the till quick enough. They want to fill the cabin with cash, classic or high point burning ASA flyers.
Maybe they have too many elites on the books. Trying to find a seat in the lounges these days - supports this view.
So it's more like saying there's an empty seat I might pay extra if you set a price to upgrade me.
