Clearing customs in Cairns

I've never flown into Cairns airport before.
I will be coming in from Tokyo on a Jetstar Flight which arrives around 4:30am

How long does it roughly take to get thru customs etc?
We need to arrange flights back to Canberra and I am not sure how long I need to allow.

Customs/immigration maybe 30 mins... your biggest wait is going to be at the god awful baggage carousels which break down every 2 minutes. I've been there for over an hour on 2 occasions just waiting for bags to come out.
