Citibank Select Wait Period

SWMBO is looking to apply for Select , she meets the criteria eg salary etc but she applied for a Virgin Flyer
card in April , does this card count as a Citibank issue and will the waiting period will apply?

When I asked the same question Citibank said no. They do fight tooth and nail to deny they're anything but the credit issuer however so...

Thanks , we do not want to apply and be rejected and have to wait again as we are quite keen to warehouse some krisflyer points for a trip to Europe
