Citibank Platinum Visa - not in 15% bonus redemption scheme

I just went to the Velocity web site and for the second time this year there is a 15% point transfer bonus in which Citibank are not participating. I have queried this with Citibank before but got the run around and the same from Velocity. Any one know anything more on this?
