China Airlines reward seats using Qantas points

I want to book a redemption flight from ROR to TPE. The problem is, I can't select ROR as a departure airport. I can see plenty of availability for my dates by searching a TPE-ROR return, but when I call QF they can't even seem to find the flights, let alone availability. Tried a few different agents and all said the same - any ideas? Could I book the return and then call them up to cancel the TPE-ROR portion?
It's because to sell a one-way flight ex-ROR, Qantas needs to have a point of sale in Palau, which it does not.

One workaround is to book a multi-city with ROR-TPE as the second leg. For instance, MEL-SYD + ROR-TPE on one multi-city ticket.

That’s good information, thanks. Would I actually have to travel on the first leg for the second leg not to get cancelled?

Second thought if the answer is yes - can I move the first leg past the ex-ROR flight once ticketed?
Never tried this myself, but unfortunately I think the answer to both is No. Maybe someone else can chime in with some other options

Does anybody know whether on a single PNR classic reward, flying J on CI then connecting to a QF flight also in J (which is the most significant carrier) - how is the baggage allowance calculated?

Would the whole trip be based on a Qantas weight allowance (including additional allowance for Gold) or piece system?
