Presumably these are still on offer to SQ pax in transit?

Worth the lineup if the lounge also on offer and you only have a short time in transit?

Do these expire on the day of issue?

Presumably these are still on offer to SQ pax in transit? YES - 1 x $20 Voucher but must have ret tix or 2 x o/w tix - need BPs or print of itinerary

Worth the lineup if the lounge also on offer and you only have a short time in transit? Only you can answer that - how highly do you value a $20 Voucher?

Do these expire on the day of issue? Currently exp date of Vouchers being issued is end Apr 2019

Yep any longer than 5 mins and it is hardly worth the wait - oh for the good ol’ days of $40 e/w with 2 x o/w!
They could have handed the vouchers at checkin but that would be suicidal for the airport given that 62 million go through Changi every year (sure, not all are transiting)
In 2017, 700,000 claimed their voucher = 1917per day = 80 per hour, every hour over 24 hrs. Thats a big queue.

It's worth a check to see what the queue is like. Our last transit in Nov 2018, middle of the day, there was no wait at all in T2. S$20 per person not to be sneezed at - we went straight to the duty free shop to buy our gin so ended up a fraction of the price of Heinemann SYD rip off merchants.

In my experience, yes. That Nov transit, I purchased 4 x bottles of Tanqueray (2 pax with 2 x S$20 vouchers) for net price of A$58. So that works out at a sticker price of about A$25 per bottle unless I am mistaken. Heinemann SYD, Tanqueray is A$40 from memory, last time I loooked. Plus credit card surcharge.

HNL last week, the Tanqueray was US$24.

It's not the cheapest for alcohol KUL and TPE I've generally found are better value, but normally cheaper than Australia other than the 2 for $$ specials

Johnny get off the plonk - SIN DF always cheaper than OZ.
Not the 2 x 1L Jim Beam I bought in SIN recently. There was a decent special on arrival in BNE and they were 1.125L bottles.

If you then include loyalty discounts, Amex cashback and birthday vouchers with Heinemann it can be even cheaper locally.

so A friend transiting in SIN at the moment went to redeem a voucher.

He showed boarding pass MEL-SIN and also SIN-KUL. But was told he could only get a voucher if he had a return flight that transited via SIN.

So seems like 1 voucher but have to transit through SIN twice

Correct - nothing new about that.
