Indeed - that was also a consideration. We've already just had a levy increase, and I reckon allowing CC payments would end up resulting in a further levy increase to cover the admin cost of that - so realistically the OC is better off by removing CC payment option, as it would be a no-win situation, especially for those who don't pay by CC.
Alas, the Law of Unintended Consequences...:(
