Can't book JQ flights from NZ transiting Australia

My friend (NZ-based) has some Jetstar vouchers (>$1000 ea.) expiring at the end of this year. The condition on the voucher states that they can only be used for one booking, and the rest of the voucher will be forfeited if used for a booking below the value of the voucher.

Unfortunately for them, it seems like Jetstar is not selling Tickets from New Zealand to anywhere but Domestic and Australia, i.e. you can't book Auckland to Singapore via. Melbourne.

Even on the Jetstar NZ website, it lists all their international destinations under "We're looking forward to visiting these amazing places as soon as we can.".

Anyone know what's going on here? Additionally, Jetstar doesn't have a multi-city booking option so it's not like you can force a connection through Australia. Can't book two separate tickets either due to the rule of having to use the Voucher in one go.

Jetstar Live Chat seems to not really know, so I was wondering if anyone here had any speculation or knowledge about why this is the case, and when they will start allowing bookings transiting Australia.

I reported in another thread that JQasia connections weren’t being permitted on multi-segment by QFFF either. Seats were available BKK-SIN standalone, but not allowed connecting to QF in SIN onwards to SYD :(
